License server error on some DDC's

We have two DDC's for our XenApp farm and two for the XenDesktop farm. 
Both point to the same license server. I could see the license server from Studio on the XenApp DDCs after it was built but I'm now getting an error. I can still see the license server on the XenDesktop DDC's. All DDC's are Server 2019 OS running 1912.0.6000.

Error message in Studio is:



    DesktopStudio_ErrorId : UnknownError

    Error Source : CitrixLicensingAdmin

    Sdk Error Message : Could not load file or assembly 'WSL.SDK.Client.NET, Version=, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The system cannot find the file specified.
