Unable to add subscribers using Azure AD

Since changing our cloud setup to use Azure AD we have been unable to add any subscribers to any of our SaaS apps. I can search for a user or group and I get a list of results but when I then select one I get an error that says "Cannot Complete Action. Please Try Again". We've since tried the exact same thing with a separate Citrix Cloud / Azure tenancy with exactly the same result. Is anyone having the same issue or having any suggestions as to how to resolve this? I've already logged a ticket with Citrix who are looking into it.
