@Lena Loyd, Sometimes, due to unexplained crashes and/or extra rogue processes might result in a session not close even though the user logged off. The session will still active and applications/extra rogue processes might continue to run, but the user is no longer able to connect the session.
When an administrator reset a session, it will forcibly terminate that session, applications/rogue processes in that session will be closed, resources used by applications/process will be released. -

As the ICA file contain Server's IP instead of the STA ticket, there is some thing wrong in the configuration. This issue might cause due to several issues, I assume you went through the below articles, if not please look into them and try the resolution.

I am surprise how you published application name with “{“.
The following special characters cannot be used in the application name: \ / ; : # . * ? = < > | [ ] ( ) " ' { } `", You should get a warning message when you use these special characters.

Do we have multiple FAS server in your environments? if so, is same GPO applied to VDA and StoreFront? Is FAS FQDN correctly in the GPO/registry?

The Storefront configuration option, which mentioned above is to define which Storefront URL to populate in Receiver on each machine/VDA in this delivery group to use.

Have you checked BrokerEntitlementPolicyRule or BrokerAssignmentPolicyRule, based upon configuration? Does it have a reference to the old name?
