Maintenance server won't boot unless image is replicated

We got this customer that has 2x PVS servers (which 1 server on 2019 and the newest on 2022).

I've never had to do this before but usually when I create a maintenance image the server just boots no problem but now it will not unless I replicate it, which is very unusual for a maintenance image?

Also you might need HKLM\Software\Citrix\ProvisioningServices\SkipRimsForPrivate to 1 (Dword)
