First, why is this in the licensing forum?

 

Second, i would not migrate in this scenario but rather add a 2019 PVS server to the farm first and after that remove the old server.

 

That said, have you run the provisioning configuration wizard on the new machine and redone this?

Does the new server have a new ip / does it show up in the bootstrap?

What method are you using to boot your target devices? PXE? ISO? Boot partition?
