Citrix HDX Devices x64 Network Provider Order Error 1603

Updating VDA from 1912 to 2203. Getting error while installing Citrix HDX Devices x64 component. MSI Log Analyzer output is below. Permissions on NetworkProvider key seem OK. Order key does not exist after failure. Any ideas?
