Reason for this could be anything frm VDA not installed correctly on Master VM, you have requested naming scheme of the machine with same name scheme which already exists. On the azure portal, try to refresh and find out if the Prep-VM is getting created and then later destroyed after a snapshot is created, that is the last step before the machines are spin up. Make sure you add these machines to a delivery group, we have observed the machines only start powering on when added to a delivery group.
