I think it needs to wait until there is vTPM support. At the moment, Windows 11 doesn't even install (which is way before you get to the installing tools stage).

Xen 4.6 includes vTPM support (fully patched 8.2 CU1 is 4.13.4), but this does not appear to have been exposed in the Citrix Hypervisor build

As a data point, I used https://gist.github.com/AveYo/c74dc774a8fb81a332b5d65613187b15 to create a Windows 11 ISO that installed on XenServer 7.1 and Hypervisor 8.2 CU1. However, I could not get the VM tools 9.2.2 to install. The XenServer PV Bus (0002) installs correctly, but nothing else, so the vbd and vif are still running in emulated mode.
