Netscaler Monitor for Windows service

I'm looking for some assistance on how to create a monitor for a specific windows service, I have read various articles saying you could do this with a HTTP-ECV monitor, but I'm assuming that would require a webpage to be created which monitors my service.  My web skills are limited and I don't have the knowledge to create such a page so any assistance would be greatly welcomed.

you can create a simple asp site that checks the local services and returns a response with a status code.
