Windows 10 1909 forced?

Has anyone had an issue with Windows 10 1909 feature being forced?  Our MCS non persistent (full user layer) desktops are pointed to a WSUS server that have no updated approved (should be at least) so that i can manage the updates in my OS layer.   I logged in w/ a test account tonight (1903) and got the pop up that the 1909 feature update is ready.    Is there something MS is forcing even if you have WSUS? and the bigger question how do i stop it since we obviously dont want that happening w/ the User Layer

I haven't heard of MS forcing it, have you checked everything is set up and configured? I would go through this article and ensure your desktops are in the correct ring - https://docs.microsoft.com/en-us/windows/deployment/update/waas-manage-updates-wsus

thanks for the help!  so i saw 1909 in wsus but i now have it declined.  However even though i was in a session on a desktop that is in a wsus group that has no updates assigned and ran check for updates ,  1909 feature update shows up as available and downloads again so not sure what i'm missing
