Windows search service runs but searching start menu and such returns no results

I have a windows 1709 layered desktop with user layers enabled.  I just noticed new users cannot use the windows server to search for start menu items.  Users that have used for a while can still search.  Something must have broken.  I am going back now layer by layer to find  where it broke.  The search service runs.  Anyone else have issues with windows search?

What version of App Layering?  I believe we recently fixed a problem with Search not returning useful results in the new 19.01 release.

I upgraded to 19.1.0.17 last week, but I had not republished any images.  I just republished my image and the search is working now.  We were on 18.12.0.15.
