Does this actually work when running different hardware models IE 5500 to a 5550 MPX?

I got it working the same way using the cleanup utility with 2 reboots. The Reg Key in that Article also worked for me but I wanted a proper fix.

I should also note that it does work from an external connection. My experience is the same internally. Going to log a case with Citrix. Will keep you posted.

Yes I have just completed an upgrade to 4.9.7000 CU4 and experience the same issue. Citrix can you comment?

A process might be holding the session and because you end winlogon it closes it down. Id check what else is running. Also check logoffchecksysmodules. I had the same issue with SCNotification.exe was keeping sessions alive even after user logoff.
SYSTEM\CurrentControlSet\Control\Citrix\wfshell\TWI, LogoffCheckSysModules.

This has worked for me. Applies to both Chrome and Edge based Chromium.
