It means that MCS created the VM. I'm guessing you are trying to use a MCS-created machine as a master image. In that case, remove the attribute.

That usually means that NetScaler can't connect to the StoreFront server.

Are you testing from a browser? Where exactly is the error occurring? Do you see an authentication page from Citrix Gateway?
Is Mac Based Forwarding enabled?

If you run Get-BrokerDesktopGroup <DesktopGroupName>, what do you see for AutomaticPowerOnForAssigned and AutomaticPowerOnForAssignedDuringPeak? You can set them to $true.

NetScalers (and all other machines) can route. NetScaler just needs a SNIP on a subnet that has a route to the VDAs. Yes, 1494/2598 from SNIP to the VDAs.

I suspect that Cloud Flare can't handle ICA protocol. You could proxy ICA through a separate Gateway FQDN that doesn't go through Cloud Flare.

Did you save the .txt file with UNIX line endings instead of Windows?

You should have an Authentication Virtual Server with SAML as one of the factors. Change the first factor to the EULA and then bind your SAML factor as Next Factor.
Or configure your SAML IdP to show the EULA.

Are there other event IDs in the Event Viewer?
Check Event Viewer > Windows Logs > Security. I'm guessing a User Right is being blocked by a security policy. Users need the right to access the computer from the network.

I don't see that policy setting in Studio, but I see it in a GPO that has the Citrix Policies plug-in.
