We are still running into this issue with 7.15 non CU1.  We are looking to put in 7.6.4000 in the next day or so.  WIll keep you posted

Was it an update to the VDA or a patch to the VDA that resolved this issue for you?

I beleive that you have to take bitmap caching into account with this as well.  If the bitmap, picture ...etc was already used it would be cached locally on the endpoint.  In this case the time it takes for the client to render this would be less as it would not have to traverse over the network.
