profile container Profile container 2402 cu1 default mirror folders. local\packages

Hello all, 

we are using 2402 cu1 on server 2022 with full containers. all files will be in this container. however i am seeing by default that the packages folder are being excluded from the container and are placed in c:\users\username\upm_local. 

on logoff the files will be transfered ( mirrored) to the file server and so extending the loggoff process.

i thought this path was only used for exclusions, and because MS teams will be in this location a lot off files will be mirrored the log off process has increased from 6 sec to 45 seconds. 

is this normal ? and are other people also seeing this ?
