Citrix ADC HA Set configured in Azure cloud. add a static route in Primary, Sync will not work

Hello. I'm using a translator, so please understand that the meaning of delivery may be slightly different.

Two Citrix VPX 1000 models are configured in an HA environment and each model has three NICs.

 

It is configured in Azure Cloud.

VPX A - NSIP NIC / SNIP NIC / SNIP NIC
VPX B - NSIP NIC / SNIP NIC / SNIP NIC

For example, the IP of VPX A is.
NSIP: 10.89.122.151/28 / Active
SNIP: 10.89.122.116/28 / Active
SNIP: 10.89.249.36/28 / Active

For example, VPX B has the following IP.
NSIP: 10.89.122.150/28 / Active
SNIP: 10.89.122.118/28 / Active
SNIP: 10.89.249.37/28 / Active

Here, VPX A adds a static route as follows.
add route 10.89.127.0 255.255.255.0 10.89.249.33

If you proceed with this task, no Route is added in VPX B.

In my opinion, since each equipment has different SNIP as Active, the SRC IP communicating with the server farm is different, so I don't think the Sync of the routing table is done.

Can you give me any advice or guidance on this?
