VM won't boot after installing VM Tools

I'm having a problem, that I suspect is related to secure boot.   Our SSL certificate is about to expire, so I upgraded the certificates on the hypervisor hosts, no issues there.   


After that, one of our VM's became corrupted, and I decided to restore it from backup.  I'm not sure it is relevant, but between the time of the backup and the restore, the certificates on the hypervisor hosts changed.  


The server 2022 VM restores and boots, but reports that VM tools is not installed.  After uninstalling and reinstalling VM tools, the VM will hang on next boot at the spinning dots forever.  


I can get into the BIOS of the VM, and it says secure boot is disabled.  I haven't figure out how to enable it again.  I also found some commands related to secure boot, but so far have not found good info on this subject, or a combination that works.
