XenApp policies are not processed

Hello!

 

The XenApp policies are not processed for some users. In the Director you can see that no guidelines have been processed for the affected users. We create the policies using Citrix Studio. We were able to narrow down the problem to the extent that it depends on the group membership in AD. Users who are not in a specific group will not get the policy.
The problem appeared after we updated from version 7.15 to 2203 LTSR (Windows Server 2016). The policies are applied to the users who are working on one of the few servers that are not yet updated.

We have already set the registry key NoDomainGpoDetour (https://support.citrix.com/article/CTX472865/cvad-version-2206-2209-gpss-fail-to-apply).
We have been looking for a long time and have no idea how the solution to the problem could be.Hopefully one of you has another idea.
