When using Non-Mandatory Template Profile Path, profiles are not written to the user store

Question

I am trying to use a template profile so I have the look I want and specific shortcuts on the taskbar and start to show up.  I don't want it to be a mandatory profile so that users can change settings and save back to the user store.  It works fine without the template profile path being set but isn't want we want for a new profile to be built.  If I do add the template profile path (i'm not setting the local, roaming, or mandatory options).  it gets the right profile settings but does not write to the user store.  Another issue is that the documentation says to use the full path to the NTUSER.DAT file but when I use that, it doesn't work unless I use just the profile folder name.  I am also using local paths so the template profile is directly on the PVS image.  so, for instance, if I use C:\Profiles\Mandatory\NTUSER.DAT, it does noit work but if I use the path C:\Profiles\Mandatory, it works but does not write the profile to the user store.  I am using 1912 CU5.
