Need to reboot before installing - forever

Question

Every since the release of 2203 I cannot install Studio on my machine. No matter what, every time I launch the Studio installer I'm told I need to reboot my PC before proceeding. No matter how many times I reboot, it always gives me the same stupid message about needing to restart before proceeding and thus I can't get Studio installed on anything but the Citrix servers themselves.

 

Anyone know a way around this error?
