Citrix NetScaler SSL Renewal down messages

So I was working with a client on updating certificates on their NetScalers.  On every other deployment I have been able to do direct updates of the certificate so that every VIP doesn't need to be modified.  Yes, there is a zero second down up message in the logs, but connections were all good.


Except for one application for this client that uses SSL.  When updating that cert if forces all connections to re-negotiate and triggered many support calls.


However, if we do a bind of a new SSL cert on the vserver it does not interrupt that app, and there are no entity down messages in the logs.


This seems to go exactly opposite to what the citrix documentation says, as it states updating an SSL cert is the preferred update method.  Has anyone else seen this behavior?
