Adding custom MSIX Apps to a Window 2022 Server

Question

I have recently deployed a test Windows 2022 server and have packaged several apps using MSIX and then converted to a VHD file for assigning. I have created all the staging and register scripts as per Microsofts standards and they work when run in an elevated powershell window. If I run the register script in a normal powershell window it fails with the error below :-

 

Add-AppxPackage : Cannot find path 'C:\Program
Files\WindowsApps\NotepadPP_0.0.0.0_x64__skawgfrpqns2j\AppxManifest.xml' because it does not exist.
At C:\media\Register_test.ps1:9 char:1

Its obviously a permissions based issue but how can I register the application as a 'standard' user, any ideas ? I plan to use WEM to register the apps.
