Download page states "Cumulative updates are restricted to customers with active Customer Success Services."

If you are a current contact listed under an Organization's account that holds an active entitlement, contact Customer Service and they can help you locate the correct login.

Otherwise, you may need to contact your sales representative or call 800-424-8749 to purchase or renew a Customer Success Services entitlement.
