Autoscale in Multi-session Delivery Group in Off-peak time has more VMs turned on than expected

Question

Environment:

************

Multi-session Delivery Groups.

Note: The 2 values: "When disconnected (minutes)" and "when logged off (minutes)" are not present on the autoscale view for multi-session Delivery Groups

O.S: Windows 10 multi-session

VMs: 13 VMs

 

Autoscale: Enabled

Delay powering off machines by: 30 minutes

Schedule and Peak Times: --> Weekends: Saturday and Sunday

Peak times: Not selected. So all weekend will be consider as off-peak times

Schedule VMs (all day): 1 VM

During off-peak times capacity buffer (%):  2%

Load management:

Maximum number of sessions: 6

Concurrent logon tolerance: 3

CPU usage: 90

Memory usage: 90

Memory usage base load: Zero load 768 MB

CPU usage excluded process priority: Low

********

 

Issue:

I'm attaching the picture where is possible to see 2 VMs (turned on without users, but showing index load "2000 - 2500") instead of 1.

 

Can you please help me to identify how can I get only 1 VM turned on in off-peak times?

I'm suspecting on the 6 values of the load management.
