Unable to launch the application

Currently, we are having an issue with users not being able to launch the Citrix application locally. They get an error message that says Unable to launch the application. We see a message in the event viewer that says "The Citrix Broker Service failed to validate a user's credentials on an XML service." To resolve the issue we reinstall the Citrix client to clear their stored credentials and the issue is resolved for the moment but then the issue returns. I have tried the steps at https://support.citrix.com/article/CTX215015/error-the-citrix-broker-service-failed-to-validate-a-users-credentials-on-an-xml-service but when I set the value to true the error goes away but it brings up the rdp login screen instead of the application.
