FrameworkData\Framework.xml blocking install of new 2203 on 2022 Storefront

Trying to deploy fresh, net-new LTSR 2203 Storefronts on Windows Server 2022. Running into issues every step of the way

 

This is the first error, on creating the Server Group:

 

New Server Deployment

Closing it out and attempting to create a Storefront gives this error:

I've tried deleting the files but I'm at a total loss.
