Citrix ELM XenDesktop Apps not Starting

Question

We have a LTSB Environment wich is running ok.
XenDesktop is LTSR 1719

App Layering is 21.12.0.1005

We are using Pooled VDIs.

currently everything is working but i want to update the OS and Platform Layer.

The Update and Deploy is working without error. When we try the ELM Apps in the Layer some apps wont work anymore.

We click an the App and we can see in the taskmanager after a few seconds the app is closing again. The app not opened.

After a few test we figured out, that we need to go to the exe in the folder and go to the properties from the file and close it again.

After that process we click on the exe and the program is opening again.

We tryed to install a new LTSC but the problem with the apps where here again.

Has anyone an idea how the resolve this problem.

We found two error notification in the Application Log. 
Without bitdefender no problems. 
And when i click on the exe to the prefernces and than cancel it. The application is running
