New-BrokerRebootScheduleV2 Inquiry

Question

Broker: Version 1912 and Windows 2019

VDA Version: 1912.0.1000.24525 and Windows 2016

Hosted in Azure 

What mechanism queues up and makes active the schedule created by New-BrokerRebootScheduleV2 and how can you troubleshoot a schedule that never runs when using New-BrokerRebootScheduleV2? 
My workaround is to use start-brokerrebootcycle to perform an immediate reboot of the delivery group\catalog.  Oh....I almost forgot that just one delivery group\catalog that refuses to execute the scheduled reboot.
