High packets per second on connections causing floods

Hi we use Citrix cloud with 40 users at home using endpoints with CWA 2107 installed

 

We’ve recently noticed internet dropouts, and found it is caused by a high number of packets per second overloading the Cisco router provided by our ISP

 

The ISP says it is designed to handle 1000 packets a second and we are using 2000

 

Out of hours I can see in the firewall it is only using 50 pps 

 

But as people login on a morning I can see the pps raising up to 2000 in the firewall when everyone is logged on

 

Should we be using so many pps or is it normal?
