99% of VDIs boot fine off .iso, but a few don't anymore, why?

We have around 90 VDIs on Windows 10 1903 that boot off an iso and we have about 10 of these that can't anymore it just says there is a DHCP issue which we think it is a red herring.  It always seems to be the same VDIs too that can't boot.  If I set them to use no iso and TFTP instead they always work.  If I get them to use another iso like a Unbunto iso I've downloaded they are fine too. 


I created a new ISO form the PVS server and we get the same issues.  It is strange most always work, but the same ones have issues.  I did created 2 more VDIs, but they get the issue too, but tftp is fine.


What could this be.
