RDSH (aka Terminal Server) virtualizes .ini files in C:\Windows by copying them to the user's home directory before the .ini file is modified by the user. It's a Windws RDSH feature that's been there since the beginning of Windows Terminal Server. I'm guessing your home directory has not been set in Active Directory.

You can use INI file redirection to registry key

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\IniFileMapping\app.ini]

@="@USR:Software\\App"

[HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows NT\CurrentVersion\IniFileMapping\app.ini]

@="@USR:Software\\App"

After that, all settings will be saved in HKCU:\Software\App key
