The maximum number concurrent shells for RDS plug-in has been exceeded

I have upgraded some of our Virtual delivery servers from Server 2012 to Server 2019 (XenApp agent 7.1912). Every time I logon to the Server 2019 servers this error pops -up. - I can click OK and it would disappear but pops up again when I re-open server manager. We have enough RDS licensing. This error most times cause some user sessions to hung on Pre-logon




running winrm config shows these numbers




any assistance or advice would help. I have tried some troubleshooting articles and it has not fix the issue.
