Why does terminal services stop working within XenApp sessions??

Our XenApp servers are Windows Server 2019, CVAD 2003, manually provisioned, no MCS/PVS or other acronyms. :)

We are getting daily problems like this:

(5) Disconnected message in the users part of Task Manager, please see the attached image.

Also the error from time to time about "The task you are trying to do can't be completed because Remote Desktop Services is currently busy. Please try again in a few minutes. Other users should still be able to log on."

What I've done so far from what I can find about this topic is:

Citrix Server policy:
Computer Configuration -> Administrative Templates -> Windows Components -> Remote Desktop Services -> Remote Desktop Session Host\Connections 
This should have no limits, it is now configured as 999999 in XenApp server policy.

Restart the Remote Desktop Service using the commands: net stop termservice and net start termservice -- disconnects everyone and serves no useful purpose.

Servers have PLENTY of CPU, memory, storage.

Trying to kill the shown processes manually is tedious and usually ineffective (aka always ineffective).
Only cure I have found is power off and power on the XenApp server itself...

This is happening daily and I need to fix this!!!!! :) :)
