Chrome freezes on first launch in Citrix Desktop

Yes, I am using the GoogleChromeStandaloneEnterprise64.msi installer.    No matter what I try, the browser crashes on the initial launch, and you have to close and re-launch it and then it works.   I have discovered that if I launch it in Windows 8 compatiblity mode it works on first launch.  Same if I run it as an administrator.   


We have symantec DLP that is loaded as an extension, as well as Cisco Webex.  I have remove both of those layers and published an image with just Chrome.   The behavior is still there.   So I have ruled out extensions.   I'm kind of at a loss at this point.    We are using the Windows 2019 LTSC OS, (1809 equivalent, supported for 10 years by MS)
