What happens if no persistence is set?

A vendor wants to distribute TCP traffic to 2 services in an even manor.  They are concerned that setting any kind of persistence is going to put more load on one server vs the other.  TCP persistence methods are basically src IP or dest IP which doesn't work that well in our situation since most traffic is coming from/to same IP's.

 

The vendor asked me what happens when persistence is not set.  What triggers the ADC to switch traffic from service A to service B? 

 

PS. Using round robin as my method.

„When a load balancing virtual server is configured to use the round robin method, it continuously rotates a list of the services that are bound to it. When the virtual server receives a request, it assigns the connection to the first service in the list, and then moves that service to the bottom of the list.“
