audio quality. Bitrate

I have an problem understanding the audio quality description. It states the following for medium microphone quality:

bitrate: ~16 kbps

sample rate: 16000 Hz

bit depth: 16-bit

how can the bitrate be less that 16000*16 = 256 kbps. Isn't bitrate the amount of bits that are send per second?

Shouldn't bitrate be <sample rate> * <bit depth> * <channels> 

Can you help me understand?
