I am having issues loading the citrix receiver on Windows 10

I am having an issue with Citrix Receiver. We use it to access a vendor's application. It worked for all users until a week ago. For a couple of users when they try and open the app that requires citrix they get attached error. The user that is having the issue is a domain user. The local administrator can open it with no issues. The other odd part of this is that the only user that can uninstall and reinstall it is the local administrator. The domain administrator, that is in the local admin group can not uninstall or install the receiver or the workplace. Ironically we are dealing with the same thing with GoTo Meeting, which is a Citrix product.
