I'm seeing the same error in my environment after upgrading to 2009 (from 1811). My VDAs are running Windows Server 2019 (1809). Event ID 42 seems to generate consistently on both existing and new UPM profiles. On existing profiles, I sporadically have issues where not all GPOs/settings are applying, Start Menu shortcuts in particular are missing from time to time. The admx/adml templates in SYSVOL have also been updated to 2009.

I have attached the UPM logs for a particular user session (account "xatest1", both the logon and logoff process). The only "error" I'm seeing here is the following:

2020-11-08;22:00:30.462;ERROR;DOMAIN.COM;xatest1;5;3404;DispatchLogonLogoff: Triggering policy evaluation for <S-1-5-21-707938200-443558574-1538882281-15846> failed: 0x106
