Netscaler 13 with NPS - MFA configured - Users not getting warning when entering an incorrect password

We recently rebuilt our entire citrix environment and included MFA through an NPS server. We do have an on-premise and Azure infrastructure in place.

When a user accidentally enters an incorrect or expired password while logging in, rather than the NetScaler throwing an error, it moves onto the MFA portion asking the user to enter the code on their cellphone. Its only at this point do they get an error (of sorts) - they enter the MFA code from authenticator, then when it reaches the storefront - it throws an error stating it can't handle their request. This is causing all sorts of confusion with our user base.  Is there a way to fix this so that the NetScaler shows an error if the user uses the wrong password?
