Office 365 fails for non-admin user

Office 365 - downloaded deployment tool today, layered, assigned to working, tested OS/machine, using Office user layer - not full user layer as they were too big..  Removed user layers, user profiles, then launched.  Administrative users (local admin on the box - even if domain user) office works great.  Non-admin domain users can't get office to work.  We get a click to run fault.  


We have ELM 20.05, windows 10 (recently updated), office 365 (downloaded,installed today).  For administrative users Office works fantastic.  We see a single "faulting click-to-run" error in the event log.  No messages at launch time.  I can get more info if needed, but I'm just looking for pointers on where to look.  Any help wold be appreciated.
