SystemSettings.exe crashing when accessing Settings app in Windows 10 1909

I accidentally discovered a solution for the problem that has been affecting us since upgrade to Windows 10 1909 so hopefully this may help someone else..

 

When user selects "Display Settings" Settings app would crash and following error would show in Application Log:

what i found is that enabling and starting service "Connected Devices Platform Service" (CDPS) resolves this issue.

 

Service startup is set to disabled by DesktopOptimizer 2.7.

 We have not seen any visible impact from enabling CDPS service over the last week.

Basically this section

"I just resolved this issue in a VM to troubleshoot this extremely frustrating display window bug; Two services need to run; network connections broker and Connected Devices Platform Service". 

 

I'm guessing the Citrix Optimizer disables "Connected Devices Platform Service"
