Change ELM Cert via CMD-Line

I downloaded the latest 2005 ELM and I am facing an issue. The Server that I am able to use to talk to my ELM with Internet Explorer (Silverlight) is so locked down that I cannot get it out of Protected Mode to let accept the certificate that is being presented. The security certificate presented by this website was issued for a different website's address.

Is there a way to change the cert via cmd line so that the cert presented is maybe a self signed cert that isn't localhost or a cert that is signed by my intermediate CA.

I asked the engineers because i had no idea and they came up with what seems like a good solution which is to allow http access then you can change the cert via the ui.

To disable HTTPS redirect

Comment out the line RewriteRule ^(.*) https://%{HTTP_HOST}/$1 [R=301,L]  in /etc/httpd/conf/httpd.conf

Restart httpd: systemctl restart httpd

Clear history in IE

Navigate to the UI via HTTP

Follow the same steps to re-enable it except uncomment the line in step 1.
