The xva file is local on the machine that XenCenter is running on, the path is correct as I browsed to it in the import wizard. This is all I see in the secure log:

I tried to do an import via xe.exe on the xencenter system. I ran xe vm-import filename=c:\temp\2019.xva sr-uuid=<VM storage UUID> -u <user> -pw <password> -s <xenserver>. I get

Error: Received exception: Unable to write data to the transport connection: An existing connection was forcibly closed by the remote host.
The VM could not be imported.

msg: INTERNAL_ERROR: [ Stream_vdi.Failure("Expected to find an inline checksum, found file called: Ref:5/00000000.xxhash") ]

Running the xe vm-list command gives a list of the VMs on the host so I know that the XC system is talking to the host.

Did you export from the same version that you're importing to? xxhash is the new form consistency hashing in CH 8.1 which uses a faster, more efficient hashing algorithm to generate the consistency checks in order to support larger files without the consistency checking process taking an incredibly long time.
