CVPN Cookies

Clientless VPN can be though of as an authenticated SSL secure web proxy..... so whilst the internal app doesn't use cookies, the CVPN DOES use (session) cookies, to know who you are (when you first connected, you authenticated.... CVPN needs to remember who you are (aka "sessionisation"), and thus what you are allowed to do - it does that with cookies)

 

So yes, you WILL need to enable cookies if you want to use clientless VPN.

 

(https://docs.citrix.com/en-us/netscaler-gateway/12/vpn-user-config/cvpn-overview/ng-connect-cvpn-persistent-cookies-con.html also indicates that you need to also allow PERSISTENT cookies for some uses)
