WEM upgrade 1912 - cache not synch


hello guys,


just ran an upgrade from 4.7 to 1912 in a QA environment and none of the agents sychronize.
I have read about giving the Norskale service account the DB owner role and so i did.
Ran "C:\Program Files (x86)\Norskale\Norskale Agent Host\AgentCacheUtility.exe" -refreshcache on the machines and delete local files as well, it got worse as there is no cache anymore now.
Restarted all possible services , nothing.

I read about the cache port changed but in QA i have a single broker without a FW or LB, telnet to that port works fine.
I'm running out of ideas, any suggestion ?
