Citrix Provisioning 1912 release  fully supports Citrix Hypervisor 8.1 UEFI guest booting.

from the documentation whats new section of 1912 https://docs.citrix.com/en-us/provisioning/current-release/whats-new.html :

Support for Citrix Hypervisor 8.1

Citrix Provisioning supports Citrix Hypervisor 8.1 functionality, guest UEFI boot, and secure boot. This functionality enables VMs running Windows 10 (64-bit), Windows Server 2016 (64-bit), or Windows Server 2019 (64-bit) to boot in UEFI mode. UEFI boot provides a richer interface for the guest operating systems to interact with the hardware, which can significantly reduce Windows VM boot times. See the Citrix Hypervisor documentation for more information.

I must have read something wrong when 8.1 was first released and misunderstood that UEFI was still experimental in Citrix Hypervisor 8.1.

I assume the issue present in 8.0 where VMs could not be migrated to 8.1 has been resolved going forward?

Citrix Hypervisor 8.1 does support UEFI, https://docs.citrix.com/en-us/citrix-hypervisor/whats-new.html
