Citrix 'Starting...' window gets stuck since upgrading to Citrix Workspace 1909

Our app provider updated their servers that only work with Citrix Workspace 1909. Since one Windows 10 Professional (1903) user on that computer can't start any apps. It gets stuck on the 'Starting...' window.


Uninstalling the app to install it again doesn't work either.


But it works from other user on the same computer.


Does anybody knows what's going on?
