Registry not save in roaming profile after logoff

Problem happen on some of the users only. I find out this when trouble shooting why "Host to client redirection (http/https)" not work for some users.

I know the settings in "\Software\Microsoft\Windows\Shell\Associations\UrlAssociations\http\UserChoice".

 

For those healthy users. No matter they change it manually or by the "xml" in group policy. After they logoff, the config saved in the NTUSER.DAT in the roaming profile.

 

For those problematic users. Even I create a dummy key in the registry. It will not saved. But the modified date of NTUSER.DAT in the roaming profile did changed. It just like read only. But I am sure the user has Full Control permission (I load the hive, ensure the user has Full Control permission and replace all child object permissions).

 

Using XenApp 7.15 LTSR with Windows Server 2016. Profile Management is also 7.15
