Best way to modify a registry key that would be application specific but affects platform layer registry?

We have an application that refuses to launch unless we specify the application in the registry key to disable App hooks. (https://support.citrix.com/article/CTX107825) I'm trying to figure out the best way to apply this, as I don't really want to update my platform layer for one application, but if I add this key to the app layer it's not going to have the Citrix registry keys since it's a clean OS only environment. Also the platform layer will override the App layer anyways. 


I could do a GPO but that's a little clunky for such a small application specific change, it would be much nicer to include it only in the app layer. Is that possible? So, my choices seem to be GPO, update platform layer or???
