I'm experiencing a similar issue with Ubuntu 18.04 on XenServer 7.3 7.6 8.1 and 8.2.
On Ubuntu 16.04 I can use the following:

xe -s <xenhost_ip< -u root -pw <root pass>vm-param-set uuid=75767879-3456-4c4c-f4f4-1111fcfc9472 xenstore-data:vm-data/gw=
xe -s <xenhost_ip< -u root -pw <root pass>vm-param-set uuid=75767879-3456-4c4c-f4f4-1111fcfc9472 xenstore-data:vm-data/ip=

but it does not seem to work on Ubuntu 18 and onwards.

And as you state - the "xe vif-configure-ipv4" only seems to have Windows support.
I hope somebody out there has found a workaround.
